Why does my Sim get go to work notice at 11 am, but has to work

The clock on my Kindle Fire shows the correct time for my time zone. Is the 1 hour notice a "pre-alarm?"

Do you have any leeway (range) on the official work start time?

The 1 hour Notice actually allows your Sim to go to work an hour earlier, so it won't be late. Also, you can't change the time your Sims go to work, this is set in stone by EA unfortunately.
