How come my friends on game center do not become my neighbors on
I added friends who also play the sims freeplay on my game center but I can't get them to be my neighbors

They have to accept your friend request first, and they must also have the Sims freeplay app. They probably haven't gone and looked for your friend request so have them go into Game Center and look for it.
