Get your two Sims at one of those Sims' house and then select a Sim and Ask to Move In should work. For example, you have Jack and Diane. Send Jack and Diane to Jack's house. Have Jack ask Diane to move in. This can of course be switched around. Note: Whoever does the asking, the other Sim will have the askers last name from then on and can't be changed.
