how do I get my sim to design fashion
My next goal is to design fashion using a fashion studio but I don't know where the fashion studio is.

You buy the Fashion Studio from The Hobby Shop and then place it in the home of the Sim you want to do the Fashion Hobby.
Once placed, you have the sim in that home do the shortest time practice session over and over again to both level their skill in the Hobby and unlock the various Items that they can design in it's collection. You keep doing that until you master the hobby, at which point you can repeat the collection for extra Life Points.
