Sims town sign
Letters of alphabet appear when I collect town revenue. Is this something to do with the sims town sign?

Not sure what the letters you are seeing mean but that is not how you complete the sign.
The sign part of the Quest begins after you finish off the Teen Idol quest, at which point there are two ways for you to get the resources that are required to complete the sign - first you can have your Teen Idol do the songs for the last three slots to get them, or you can get them randomly when the Teen Idol does various regular tasks.
