What level do you have to be to unlock the Party Boat fully?
What level do you have to be to unlock the party boat fully? You can get free furniture from having so many neighbours but at level 7, I cannot get 'neighbours.' I can invite Facebook friends but I can't get neighbours yet. What level do you need to be? Thank you.

You are getting the cart before the Horse.
You already have the boat - what you need are Neighbors. To get those you have to do one of two things - either find friends on Facebook who actually PLAY the game and add them as neighbors by associating your Facebook account with your game, OR/AND do the same thing through the Game Center on your iOS device.
Basically what you need to do -- the simple fix -- is to go into the chat boards or the comments in this guide and find people who are asking to be added as Neighbors and add them. Once you get 15 neighbors you will fully unlock all of the slots on the boat.
