Question for The Sims FreePlay
When I was playing the sims an alien came to town and I had goals to fulfill with it. One of the goals was to go to the park but the park wasn't built yet. How am I supposed to send a sim to the park when it's not even built yet?

Then you will have to get the Park built.
If you are unable to build the Park yet, then you will have to skip the task using 5LPs.
However, there are several Alien tasks that require you to go to the Park so you might need to spend quite a bit of LPs if you cannot build the park.
