I have 2 girl preteen sims but I don't know if 1 should be a tomboy because I already bought the girls girl stuff x

It really doesn't matter and it's up to you to decide if you get a boy or a girl. If you want a boy you could just get a new baby. Or like you said treat the girl like a tomboy. It really makes no difference!
