Can't add a new sim as the 4th goal. Pls help!

When you've built a new house, an option will come up when you click on it to add a new sim.
Or if you have already reached Sims town limit until you level up, you can get rid of a sim that owns a house by clicking on a cupboard where there is an option to browse clothes, click on that and there will be a red option on the top right hand side of the sim standing there, to get rid of them, then you are able to make a new sim by clicking on their house
