You need to have two Sims in the pool at the same time, splash 10sec.

me too I have tried it twice now and they will not splash each other they keep shaking their heads

Same thing happened to me, they just shook their heads and wouldn't splash each other. Then I cleaned the pool and it worked, they splashed.

I had the same problem too, then i cleaned the pool and i could complete the questSearch for more answers for The Sims FreePlay or ask your own question here.
