How do you make a sim cry on cue please?

That's just a description of the task if I'm not wrong. Read again what actions you need to take to complete the task.
I believe it require you to plant some onions.

It did not work.I've been getting my sim to do it for ages and it did not work I'm actually annoyed

Have a sim be rude to another sim and then leave the sim that's had another sim be rude to it alone in it's house until all it's needs are down, then once their down have a sim be rude to it again and then a sim will be grumpy and start crying! But be careful because sometimes that sim never stops crying:/

Or, make a sim complain to another and do it until he or she gets sad!!
