It's in the electronics section very last one as it cost 777,777 and you have to reach level 24 to get it

The pee cleaner is in the home store under the electronics section. You unlock it on level 24.

You need to be level 24 and have 777,777 simleons. It's in the electronics section. Good luck cleaning pee and vomit! BTW, Sims vomit by you shaking the device.
