The Soccer Ball is a promotion item that you you get from Promotions r us. Once you have bought it from promotions r us from The Town Map, place it in your sim's yard. Click on it and there will be a practice soccer option, which will take 1 hour. Do this to complete the goal.

You have to build the Promotions r us, previously known as The Hobby Shop. Inside, you can buy the soccer practice, and it costs 1,000 Simoleons. So then go back to your house, and set it up outside just how you would any other furniture. Then your sim can play soccer.

Go to the shop that was built then buy a soccer patch then put it in your Sims yard then practice by taping on i5 then it takes an hour to complete the goal

For those who have gone to promotions R us and purchased the soccer ball. If open your inventory bag under career and hobbies you will find the soccer ball. Just place it in one of your homes. Then select a SIM to play Suri it.Nwall66 answered:
You will have to buy the Promotions r us and then you can buy the Soccer Ball, afterwards you can place it in your Sims backyard and click on it to choose the practice soccer option.
