I'm at level 14 with 8 sims and I can't build a workplace still. What do I do?

Wait until you are at a higher level. Have you built a workplace or added Sims recently? This might decrease your chance at building a new place. You could delete sims or simply plant beans until your level allows you to have the option of 'build a new workplace'. If you have spare cash buying things will make you gain XP fast and go up a level.
