There is no way they will always be in bra/boxers/underwear

There can be no completely naked Sims on the sims freeplay, other wise you can do it on the sims 3. In that case whenever they're taking a shower they will be in bra and underwear or boxers. Sorry, maybe something in the future will happen to have a cheat that makes them naked.
