So it says I won the fish that instantly inspires my sims when it sings but now I can't find it! Where is it?

You unlocked it is more accurate. EA needs to learn the difference between won and unlocked.
Go to the Home Decoration section in Furniture. It is 8 LP and you can buy multiple ones. Since it has to recharge between uses, it is helpful to have several depending on how many Sims you have.
