It was something needed before the last update to get rid of weeds growing in your Sims vegetable plots. These weeds (sim eating plants) would inhibit your sims from moving the plot or growing anything in it. You would have to buy herbicide from this herbicide table to get rid of these. However they are not required anymore after this latest update (pool update.) When a sim eating plant appears all you have to do is click on it, and then there will be a "negotiate" option.
