I am not sure how to complete the goal of "Inspiring your Sims" without using 5 lifepoints. I have built a pretty good relationship with my neighbor and tried my best to fulfill the needs of the two Sims. But I haven't done anything with my dog yet. Does it require me to assign tasks to my dog? Is there anything else I am supposed to do in order to complete this goal?

No it doesn't have anything to do with your Pets. Your Sims are 'inspired' when you have most or all of their needs (hunger, sleep, Social, etc) satisfied. You can even see when your Sim is inspired because they'll have green sparkles surrounding them. You can, however, use your dog to satisfy you Sims' social needs but it isn't a requirement to complete the goal.
