What's the next stage after "best friends" and why aren't they progressing..

After best friends, they can date.
1.get the teens in the same house together.
2. Remove any Adult from the scene (let the adults go to their friends' Houses or work.)
3.allow the teens to flirt until they reach the level of "budding romance" and then keep doing it until they "date"
4. After that, allow them to "awkwardly kiss" until they reach the level of "serious date". Then after that they can "naughty hand kiss".

I don't know what comes after the "serious date phase", but I know for a fact the terms can date just by following these steps.

It will take a while for best friends to have a budding romance, but it's possible. Then just keep being romantic until you get your sims as partners, at which point you'll have to shell out LP for an engagement ring

All you do is have one of your Sims take a "rich lather" in their shower and there you go when you go to have a conversation with someone the option "flirt" will show up and you just go from there

According to the Sims Wiki, you must be on level ten for romantic actions (to get XP faster, praise a Pet, build friendships and complete Quests). I'm having the same questions, so let's hope more actions will be available by then!

Also-----two teens can become Best Friends Forever after they have been Best Friends. Of course, you will have had to had the Quest for teens first.

When you become good friends keep clicking on be nice a few times. What is confusing is that the Bar doesn't turn green, or go up. Then after you have clicked on "be nice" for awhile (it seemed like I had to click on be nice for a continuous 30 min or so) just click on "be romantic." The bar on "good friends" had not gone up at all, or turned green. I just decided to try and click on "be romantic" and it worked, out of the blue when it didn't work before, and when the bar for good friends never seemed to go up. It just worked. Hope this helps. Let me know if it does.

After best friends does it just say that your boy friend and girlfriend or on the same romantic track ?

The next stage is something like:Best frinds forever and you have to do a action called split sides until the Bar fills up

Level 7 is when you can be more which is when the "Love Is In The Air " Quest for marriage love etc.
