Keep building a relationship with that sim. When it is time it a bubble will pop up with the actions and it will say ask to move in.

Make the two Sims friends. After they have a positive relationship then there will be a choice to ask one of them to move into the same house.

Just keep being nice/romantic to that sim with the sim that you want to move in or vice versa until the "ask to move in" bubble pops up. But make sure that when you ask to move in that the Sims are at the house that you want them to move into.

IBe done this like 8 million times and it still has. Popped up
