How do you get a toddler to ride on the rocking horse?

It can't it's just a very expensive decoration.
Sadlyyy, the rocking Horse is not used for a play-thing.. They can't go onit, it's only there for decoration. I got really mad, I spent ages on collecting money. -.-''.
You have to update the game so you can grow your toddler into a child, then they can ride the rocking Horse.
Hey I thought that I'd put in my two cents. My toddler rides her rocking Horse like crazy. Her arms and legs fling all over while the horse rocks back and forth. All I do is tap the horse and she comes running if the plumb bob thingy is over her head.

You press the button where you can add and move furniture then you go on the toddler catogery then the rocking Horse should be there and you buy that and the toddler can ride it. Mine does. If it's not there then you go to the toy store and buy it. It's very expensive but it's fun for the toddler. One you have it you just click the toddler then the rocking horse and to options should appear saying ride away or play cowboys and you choose one and your toddler will ride the rocking horse. Hope it helps
Just click the rocking Horse then select the option you want. It might not work if you have the old version though.
Simply click on it and then select the green thingy and they're on!
