You can't have a baby unless you are married and you can't move house if you are married. So short answer no. The best bet is to improve the house they are in.

I wanted to move to a mansion I built, and got divorced to be able to relocate the "mom".. Then I dated again and asked " to move in with "mom" and now the toddlers live on their own in the first house... :s

Honestly I would not try it cause I wouldn't want to screw up my game... Expecaly if you are pretty high up in the game it would NOT be worth it. Your best bet is to fix up the house you are already in, and if your family got a divorce move the dad out and keep the kid with the mom in the first house.. Or move the mom out and keep the dad and the kid in the first house. But whatever works for you, but my opinion would be DON'T try it...
