They should eventually grow into toddlers, but if they don't then I wouldn't be surprised. They said that they would grow into toddlers but if yours haven't grown than that isn't surprising.

You have to bake a birthday cake then click on the baby and click have birthday

You would need to do the a Quest for toddlers quest and others for them to grow bigger
