If you're ready friends with some one you would have to buy another house to get a new friend and then talk to that new person.

F you go to the "Sim Tracker" (the slide menu with the triangle on top pointing downwards to people icons in the lower left corner) you will see your current Sims. While you are in one of your Sims' homes, click the Sim Tracker and to see all your available Sims - if the Sim is available to visit another Sims' home, you will see a whistle icon under that Sims' avatar - click the whistle icon to "call" them to your home. They are not available to visit if they are doing something already, like gardening, eating, sleeping, etc. Once there, you click on that Sim and an interaction menu will pop up where you can choose actions to make jokes, complain, be romantic, etc. You can check the status of your relationship with that Sim by using the relationship menu (in the lower right corner, also has a triangle icon and it is a slide-up menu like Sim Tracker).
