I have over a million in sims cash and the city is worth over three million; can I have more than 16 sims?

Right now I have 21 Sims, when I had only 14 sims I bought a mansion and when it was ready I created a sims but he did not appear in simtracker and the mansion did not appear on the map of the city as complete. Each time I needed to access the house I had to add another sim, I created six Sims for this mansion, so I decided to leave in the mansion another sim from another house that appeared in the simtracker so every time I had to visit the house I clicked this sims. Spent two weeks and I bought another house and suddenly all 21 sims began to appear in the simtracker and the mansion also in the map. So I believe that yes you can have more than 16 sims, I have 21 now in my Sims FreePlay game.
