You have to bake a birthday cake so that your baby can become a toddler, they cost LP though

I have not got even an option to get a birthday cake or else I had done it though i will much lp's

You just feed it and take care of it and it will grow into a toddler.

To get the baby to grow into a toddler, you need to tap the action "Have Birthday". Then it will say you need to bake a birthday cake, which requires a stove. Get an Adult sim to make a birthday cake on the stove which cost LP and takes 24 hours to make. Once you have the birthday, the baby turns into a toddler. Hope this helped!
