I don't know how to fix that, but for two Sims two move in they need to become partners first, then one of the interaction options will be to ask the other Sim to move in. You should still be able to ask them to move in, unless they already are.

If they are partners and you will see the ask to move in button and touch it and they will be married and moved in together try that I hope it will solve your problems!!

My Sims moved in prior to being engaged. Now I am at the goal where after you have made them engaged they have to move in. I already did this before. How do I complete this goal? Will I have to relocate one then move move them back in together?
