It means you need to make two sims friends by having one sim talk to the other. You need to choose the interaction that is worth the most XP and usually takes the longest. It needs to be something friendly, not rude. Not romantic either, just nice. Do that one interaction until those sims have become friends.

The only way is to have them be funny ... The goal says electric finges and fart jokes or some thing and that is the exact thing
