I think you are talking about the Sim Tracker, it's right above the picture of your sim, it's a purple button with 3 people in it, click on that and you can choose which Sim you want to be. If you mean how to interact, just tap on another Sim and then the Interaction list will pop up. Choose one of the actions and those 2 Sims will interact.
