Question for The Sims FreePlay

Can't get married.. Always try be romantic and woo hoo.. But still partners.. And there isn't option about proposal
Please helpp !!

Follow all the Goals untill you get the get engaged goal (must be at least lvl 10)

I am on level 27. They are partners and needs are maxed out. Propose option is there but all it ever says is hold on they are not ready yet. Have been through all the actions several times and my objective is to grow a baby into a toddler but I can't get a baby unless my partners are married?????
