You get Ho oh and Lugia on a place called navel rock otherwise known as 8 island you can only see where it is but not go to it. Look at your town map on the page with 4 and 5 island, you see that little green island in the middle? Well that's navel rock and you can only get there via a nintendo event or by using an action replay to buy the ticket in the game or by using another action replay code to warp to the island.

There are two ways to get Lugia and ho-oh
First way:
A nintendo event
How to do a nintendo event:
Mystery gift
Go to any pokemart.
Fill out the questionare
Put in "link together with all"
Save your game
Turn off
You can now access mystery gift
Go to a friend who has the ticket you
Want get him/her to use mystery gift with
You.
You will now have that ticket.
Second way:
You will need a game shark
Enter the code for either pokemon
(wild Pokemon modifier)
Go in the grass
Catch them.

I think you have to get them from a shark code that you could only get from a certain gaming concert thing.
