The types of armor that you can find has nothing to do with where you look but how high your level is. If you're a level 1-10 you will probably find leather and chainmail. 10-20 you will probably find mithril and elven. And 20+ you will most likely find glass. Bandits will wear better armor depending on how high your level is. For example on my level 41 character every bandit I come by wears glass. The same can be said for any enemy that wears heavy armor. For example, in the Thoronir sidequest you will eventually fight someone who wears full heavy armor. If you're level 1-10, he will wear iron and maybe steel. Levels 10-15 he will wear dwarven or orcish. Levels 15-20 he will wear ebony. And finally, level 20+ he will be wearing daedric. Hope this helps and please stop posting about where to find good armor! It just matters how high your level is.
