Where do I find the Steward in Solitude to purchase the home?

Question for The Elder Scrolls V: Skyrim
Where do I find the Steward in Solitude to purchase the home? The only Steward I can find is in the Blue Palace and there is no option when talking to him to purchase the "Manor" house. I've looked everywhere else for another steward in the "keep".
