They are at places outside that possibly contain words of power, or they randomly attack you or villages, also helps to do the main quest line

I think the town is named dawnstar. I do know the map of all dragon sites is in a town with a Jarl and nord huts. When you are facing the jarls those look to your right. There should be a room on the bottom floor occupied by a nord woman who is fighting on the civil war. She is also a quest. She talks to you about. Being a dragonborn. The map of all dragon burial sites is in the locked back room in the jarls hut on thee table as you would see it if it was a civil war map but without all the blue and red flags.
