I would like to know at which person I have to be to buy a house in every city????
PS: not imperial city I have that house already!

First off you can be any person to buy a house in every city. You must talk to the count or countess of every city. Some will ask you to do a quest for them, other will require you to be more famous. In that case you must complete lots of quests to increase your fame.

Hey I don't understand your question all you have to do to buy the houses is talk to the counts most of the time.
