To increase your level you will have to just get up your major skills which you pick by your class.You can fight stuff and go to the area that can help you gain some skills for leveling up.Also are you going to become more of a stealer?You can join The Thieves Guild and become the master of Thieves...Etc

There alot of ways to leveling up and it all depend on what you want and how you do it and what is your class major skills.

To get the best weapon in the game go south from the imperial waterfront and on the coast or some where around there you will find a place called vindasel inside is is umbra who has the weapon she wont attck you so be prepared because she will take a while to kill and is quite powerful. You can daderic armor when you are level 20 plus. For an easy levelup listen carefully on the east side of bravil there is three big rivers swim upthe middle one until you see a daderic shrine marker on your compass go there and if your major skills are blade, armorer, destruction etc attack the people who are standing in a circle they will not die or go uncosicous. To find a rare item go to anvil and gowest and your map there should be a little island of the coast of the gold coast go to the west side of the island and swim down to the sea floor and you should fin a glass helmet called fin gleam whic is really good for hunting people in forts oh and don't go far into sea it should be right at the floor.
