Question for The Elder Scrolls IV: Oblivion

I have completed just about everything I can in the game but I am stuck. For the mages guild, I cannot seem to get the character to show up in the well to finish the Cheydinhal recommendation. The Nirnroot is there but no body to get the ring from... What do I do? Is this a glitch?

Yes.Download the patches.You can't finish the quest.
