To get into the Thieves Guild, you just need to go to jail in imperial city. It doesnt matter what your crime or your bounty/fine is--you just need to spend some time in jail.

Read the Wanted Posters in the Imperial City and then bribe a beggars disposition above 70 then talk abou the Gray Fox and say you want to work with him to get a person who can let you join.

You have to steal somthing and then a female dark elf hands you a mysterious letter if you read it tells you all about how to get in theivees guild.

X360 Gamer93 answered:

There are three ways to find out about the Thieves Guild.

1. Steal a couple of things, and make sure that you do it in plain sight. That way it will raise your bounty allowing the guards to catch you and send you into prison. Some time after you are released from jail you will be approached by a representative of the Thieves Guild, informing you of a meeting that will be held at the Garden of Dareloth in the Waterfront District at midnight.

2.While travelling around the Imperial City you'll notice a lot of wanted posters around. Reading one will add a new topic for conversation with residents of the city. Talk to people and they will tell you that the beggars are the eyes and ears of the Gray Fox. When you ask a beggar, they will claim the Gray Fox is nothing but a rumour, but after you get their disposition to 70, they will reveal the information about the meeting at the Garden of Dareloth in the Waterfront District held at midnight.

3. Look for City-Swimmer, who is an Argonian that lives in Bravil. Talk to him about Bravil and you'll be taught a lesson about the law-abiding citizens. You'll be offered two responses. Choose the second one. Afterwards, you'll have a new conversation topic available: "The Gray Fox". Pick that and, like with the beggars, you'll be told to be at the Garden of Dareloth in the Imperial City at midnight.

If you steal something then go to sleep you should be intrupted during your sleep and she'll give you a misterious note where you have to go to a place on the waterfront behind your abandonded shack his name is Armond christophe!!! Good luck !!!
