Are you talking about Dark Brotherhood? When you murder someone, one of their speakers will visit you next time you sleep in a secure location, and give you a mission (which involves the Inn of Ill Omen).

Just join the arena, then when you kill your opponent, a message will come up saying: "Your actions have been observed by an unseen force"
(something like that)

Give em hell for me...

There's only 1 and you see him after freeing him doing the quest for mehruins razor
