Graphix answered:

It is supposed to be level 50 but there are a few glitches that increase the limit slightly.

Darkhero answered:

Ahh I saw it figured out somewhere with the 7 or whatever major skills mastered you can get to level 50, but if you like exploit it by losing skills by going to jail you can get to like 100 but it doesn't really give you anything extra except health maybe

norbie007 answered:

The highest level you can get to is 50. Some people say that you can go higher but I don't know about them. Anyway, the highest level you are supposed to be able to get to is 50.

It's supposed to be 50 but if you're level 50 and you do all the daedric shrine quests then you get a special book that raises your skills depending on what specialization you choose when you read it.The choices are steel(combat),shadow(stealth), and spirit(magic). Then you should be able to level up more. You can also read the skill books for your skills(check out the Ultimate Skill Raising Guide in the walkthrough section). Also you can go to jail repeatedly(but your infamy will skyrocket) to diminish them then raise them again.
