If you are a fairly high level, Bandits should be wearing it. Shops also stock it when you get high enough too. It is light armour by the way

Ummmmmmm...I suggest going to a bandits cave and you'll probably find it.also if your level is below 7 then you won't find it your level has to be above 7.

Well, What I do is go to bruma and kill the guards.
