Yes, but they're very rare to find even on Necromancer Adepts. Personally I haven't even found *one* to use. But once you do you can clone them and use as many as you want.

As far as I know, no you can't. I have never found any and I have searched a lot. You could clone them in the recomendation quest though. Maybe. I hope I helped.
