Question for The Elder Scrolls IV: Oblivion

I've started a new game three times, and on the first two, when I rescue Martin and Jauffre and return them to Cloud Ruler Temple.I'm usually asked to join the Blades which I accept, but the third time I tried he didn't ask me at all. I've even recovered The Mysterious Xarxes book and he still hasn't asked. What's going on?

Its probly just a glitch that that specific file will have to deal with.
