Fur/Iron LV 1
Leather/Steel LV 3
Chain/Dwarven LV 6
Mithril/Orcish LV 10
Elven/Ebony LV 15
Glass/Daedric LV20
Those are the levels for armor and you can find them on bandits, marderars, mercenaries, or stores.
