If you are not a member of the arcane university then use a sigil stone from an oblivion tower. If you are a member then go through the university and the second building on the right has a weapon enchantment alter use it with some soul gems to enchant.
There are two ways
The Sigil Stone Way: If you still have any sigil stones from any oblivion gate closed you could use it to enchant your items.
The Arcane Uniniversity Way: When you turn into an apprentice in the mages guild you get access to most of the ficilities. 1 of those ficilties is the chironasium. If you have filled soul gems go to the chironasium and you should be able to figure it out from there I suppose.
You can also buy download from x-box live called Wizard's tower but you need to spend 2000 gold on a box of candles to power the enchanting alter and it costs alot to furnish the rest of the place but I did a money trick and it is so cool in the place!
There are basically two ways for you to Enchant - either by using a Sigil Stone recovered from a plane of Oblivion, or by using a filled Soul Gem at an Altar of Enchantment at either the Arcane University, the ArchMage's Quarters, or at Frostcrag Spire.
