Ok ok ok, I got two.
1. My friend said that wen you get in to the Arcane University place you can get you're magic iteams
Reacharged for free like my lightning staff, is this true cause I've been looking and noone will
Reacharge my iteams for free?
2. Where is the deadric statue nocturnal? Thats were you get the skeleton key right?

To answer your question about recharging.There is a lady in the second building on you're right that charges a fee to recharge you're items.
