Ok, yes I do know where to get the spells. First you have to go to any one of the Mages' Guilds, then find a mage in the guild building that will sell you spells, next check the list of spells he has to offer. I don't think all the mages that sell spells have lock opening spells but I know the Cheydinhal Mages' Guild has a man in it that sells hard level lock spells.

You can go to the Arcane University and get a spell made to unlock hard and average spells and also the mage guild will sell spells that unlock them. You need to either be the arch-mage and have your own alter or goto chironasium and have them make you a spell.

In the arcane university of mages or watever in cyrodill there should be a spell shop and there is one that sells unlock hard lock spell or watever well hope it helps

Go to Bruma's Mages guild and look for a guy whos name starts with a V, I think. If it's not a V then just look for a guy that sells spells, he I think he has the spell for open lock Average however make sure your alliteration is high enough.
P.S. The GUY usually hangs out by the two staircases on each side. Do not buy spells from any woman in that place they sell worthless spells.
