The price you get for your sold goods depends on your merchant skill as well as the buyers skill. THe trader with the most money is Fathis Ules, a fence for the thieves guild. He has 1500 gold and can have up to 2000 depending on your merhchantile skill.

which town is he in? and is there anywhere u can get merchantile training?

To find him you must be near the end of the thieves guild quests, otherwise he will not trade with you. If you have gone far in the thieves guild quests then he should be found wandering the streets of Imperial City. The following is a list of mercantile trainers and where to find them;
Foroch- Gottshaw Inn west of Kvatch
Mach-Na - Mach-Na books store in CHeydinhal
Khafiz- Dunbarrow Cove(must have Thieves Den DLC)
Margarte- East of Leyawins Great Chapel of Zenithar
Seed-Neeus- Northern Goods and Trade store near Chorrol's south gate
Palonirya- Divine Elegance in the Imperial City Market District
