I heard somewhere that as your character levels up, the monsters also level up and become harder to kill, is this true

The monsters don't necessarily level up, it's just that you face a higher caliber of monsters. For example, you're level 2 and you face a stunted scamp in a quest. Do the same quest as a level 20 and you will face a clannfear instead. The same thing goes for every other quest that you do. I do think that the monsters eventually level up though, because when you get to a high enough level there aren't enough higher caliber monsters. For example, if you're level 35 and you face a xivilai, you will face a harder xivilai if you do the same quest as a level 45.
Some monsters and npc's do( guards). Like what the villa killa said thier will be harder types of monster, and the hardest type will lvl with u.
Yes,in a way, they get harder and harder types of enemies, as you lv. Up
Yes the higher the level the higher level the monsters are. And when you get to high a level for say a boar then you rarely ever see one again and it is replaced by a harder monster.
