There should be 2 empty Grand Soul Gems in a locked Display Case at the Arcane University.
You should also be able to buy Grand Soul Gems from merchants who sell magical items, such as the Mystic Emporium in the Imperial City.

If you are good at lockpicking go to a mages guild and steel some gems or if you are good at alteration and have the spells to open locks you can get some gems at a mages guild
